METHODOLOGY

NGA utilized the following methodology in conducting its review.

Category Development

NGA developed its categories through a review of similar organization’s efforts at categorizing state-level education policy issues, through a review of gubernatorial candidates priorities and refined them through an extensive internal review.

Data Collection

NGA reviewed hundreds of documents including campaign platforms, news articles, debate transcripts, governors websites, press releases and social media postings to transform qualitative data into quantitative data points to be analyzed.

Data Review & Validation

Data was reviewed for keywords by two separate reviewers who then reconciled any inconsistencies to ensure their data aligned.
